Under general direction, to plan, organize and direct the work of a large civil engineering and related technical staff in the headquarters office of a department in the Resources Agency; to provide technical direction to the department's planning, field engineering, construction and maintenance staffs; and to do other related work.
SUPERVISING CIVIL ENGINEER, RESOURCE AGENCY
Plans, organizes, directs and reviews the work of a large staff of engineering and architectural personnel in survey and acquisition activities, and in the design, construction and maintenance of water and sewer systems, buildings, structures and other sites; maintains administrative liaison with the Office of the State Architect projects and coordinates with Federal, State and local government agencies on land mapping and real property activities of the department; supervises preparation of major and minor capital outlay pro
grams and related budgets for planning and design, surveying, acquisition, technical services, construction and grants; supervises the preparation and maintenance of engineering and graphic standards, procedures and training aids for department use; provides technical expertise at meetings of various governmental agencies related to the mapping, graphics, land acquisition, and construction programs and standards of the department; may direct a graphics unit in the development of administrative maps and graphic presentations for the department and the Resources Agency; dictates correspondence and prepares reports.
This classification is eligible for the following pay:
$13,487 - $15,322 Base Salary (paid every month)
In addition to the above pay items, employees are eligible for medical benefits (health, dental, vision) and may be eligible for other pay differentials.

Minimum Qualifications
Possession of a valid certificate of registration as a civil engineer issued by the California State Board of Registration of Professional Engineers.
And
Experience
Either I
Two years of civil engineering experience in a supervisory capacity equivalent in level and responsibility to that of a Senior Civil Engineer in the California state service.
Or II
Five years of broad and extensive civil engineering experience, two years of which shall have been in a supervisory capacity at a level comparable to that of a Senior Civil Engineer in the California state service.
And
Education:
Equivalent to graduation from college with major work in civil engineering. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)
Knowledge and Abilities
Knowledge:
Principles and practices of civil engineering, methods and materials used in the design, construction, and maintenance of varied civil engineering and building projects; legal property descriptions of land; water rights law; methods of evaluating alternate site locations and determining site locations for construction projects; principles and practices of personnel management and supervision; preparation of engineering and building specifications; communications and other utility systems; hydraulics, sewage and water collection and treatment, storm drainage, grading and paving, surveying, mapping, and drafting; stabilization and erosion protection; capital outlay budget processes; facilities operations and maintenance standards; procedures for compliance with the California Environmental Quality Act, California Coastal Zone Conservation Commission, and the State Water Quality Control Board; Agency's Affirmative Action Program objectives; a manager's role in the Affirmative Action Program and the processes available to meet affirmative action objectives.
Ability to:
Plan, organize, direct and coordinate the work of a staff of engineering, surveying, and other technical personnel; establish and maintain cooperative relations with those contacted in the course of work; prepare and review difficult and comprehensive reports and correspondence; speak and write effectively; evaluate findings, make appropriate recommendations and adopt an effective course of action; effectively contribute to the Agency's affirmative action objectives.
