Incumbents procure services and/or supplies including fire provisions and equipment for the use of the region and/or ranger unit via purchasing contracts, price schedule, central stores, local vendors, etc.; includes specification development, bid processes and inspection for specification compliance at time of delivery. Interviews vendors, sales representatives, evaluates new products, secures bids, prepares contracts and service agreements for maintenance and repairs of equipment and other contracted services. Operates service centers/fire caches including the receipt, storage, issuance, and delivery of equipment, fire provisions and other supplies to the point of use or redistribution.

Incumbents maintain/oversee accountability of State, Federal and local government property and equipment; provide accurate records of acquisition, maintenance, control and disposition of such property and equipment.

Incumbents provide advisory and consultative services to management including instructing subordinate staff, line officers and fire-fighting personnel involved with procurement, accountability of equipment and property management.

Incumbents perform logistics for fire, flood, earthquake, and other emergencies and disasters.

Forestry Logistics Officer I

This is the entry and journey level in the class series. Incumbents are responsible for planning, organizing, and managing the logistical operations either (1) within a ranger unit, under the direction of a State Forest Ranger II, or (2) at region headquarters, assisting in the management of the logistics operations.

This classification is eligible for the following pay:

$4,314 - $6,144 Base Salary (paid every month)

In addition to the above pay items, employees are eligible for medical benefits (health, dental, vision) and may be eligible for other pay differentials.

Minimum Qualifications
 
Possession of a valid California driver's license of the appropriate class issued by the Department of Motor Vehicles. Applicants who do not possess the license will be admitted into the examination but must secure the license prior to appointment.
 
Either I
One year of experience as a Materials and Stores Specialist in a business services assignment performing procurement, supply, redistribution, and inventory accounting duties.
 
Or II
Three years of logistical operations experience performing purchasing, requisition, receipt, storage, and redistribution of supplies and inventory control duties, or a combination of these duties. (Experience in the California state service applied toward this requirement must include one year performing the duties of a class with a level of responsibility not less than that of Materials and Stores Specialist.)

Knowledge and Abilities
 
Knowledge:
Procurement methods, regulations, and procedures, including writing specifications; inventory and accountability methods and practices; equipment used in storing, caring for, and distributing provisions, supplies, and equipment, including the keeping and receiving of inventory and distribution records; incident command system structure; fire department terminology; State traffic management procedures and regulations; characteristics and types of materials, supplies, and equipment suitable to meet the needs of a large governmental agency; methods and practices used in recording, inspecting, maintaining, issuing, taking, and recording inventory; accounting for and disposing of property; and operation of material handling equipment, office equipment, and computer terminals.
 
Ability to:
Read and write English and communicate at a level required for successful job performance; develop procurement standards and specifications, including preparing service agreements and contracts; forecast future needs and costs of supplies, services, and equipment; work independently; plan, organize, direct, and evaluate the work of others; manage an inventory accountability system for scattered and diverse property; reconcile inventories and control accounts; inspect, determine the condition of, and recommend proper disposition of property; analyze situations accurately and take effective action; and operate forklifts and other motorized equipment and vehicles.

Additional Desirable Qualifications
Education equivalent to completion of the twelfth grade; completion of college-level work in the fields of accounting, business administration, and/or fire science; logistics experience in an emergency response organization; willingness to perform heavy lifting; work long, irregular hours; travel throughout the state for extended periods; and only mild susceptibility to poison oak.
